Like other cities, Baltimore was once a boomtown of industry and shipping, but its population has been in decline since 1950.

Baltimore faced a critical turning point: do nothing and risk becoming a ghost town, or innovate and bet on a solution. 

Baltimore hatched a plan to embrace immigrants in the hope that they will encourage friends and family to join them. Baltimore set a goal, add 10,000 new residents by 2020.
